I don't really understand how this is supposed to work since almost everything now is https encrypted and i doubt they will/can brute force or MITM all traffic. Is this just an excuse towards "collect now, decrypt later" like the NSA does?

That doesn't answer the question of how they are supposed to store specific data when everything is encrypted.
