A previous Great Leader decided that he would improve our research output in a simple way: we should stop doing humdrum work, and only do work which would succeed famously.

Of course, there is some difficulty in determining which work is going to be brilliant before it is done. But he decided that he could do that, seemingly based on how PR worthy the proposal was.

At any rate it did immense damage and set back deep research by years. Naturally he left when he could wangle a better job elsewhere.
