They're clearly one of the biggest users and developers of Java in the world, even if you discount Android. Did they choose to abstain from this process, or were they kept out somehow?

I don't know for sure, (https://jcp.org/en/participation/committee shows they were in 2013) but I suspect Oracle v Google might be the reason?
