When writing in English, unless the writer specifies otherwise, the word "observation" means what the dictionary says it does. The writer of this article is saying that the particles behave differently after being observed. Perhaps that is a lie. My point is, if it's a lie, let's call it a lie, not bad writing.

I guess it depends on the presumed audience. As a layman, observation is a passive event. After reading through some of the comments, I can see that physicists have a different meaning for that word.
